The center is associated with the Folkpartiet Liberalerna and works in countries of eastern, south-eastern Europe (e.g. Belarus or Serbia) and Cuba for the development of democratic political structures, human rights and individual liberty. It is a member of the European Platform for Democratic Elections. It joined the Liberal International at its congress in Oxford 1997. "SILC is financed by private contributions as well as funding from bilateral donor agencies. Projects are implemented in Balarus, Serbia, Moldavia, Singapoore, among other countries."[1]
