The State Policy Network organizes more than 60 public policy institutions which are focussing on affairs of the US state they are each headquartered in. Their common denominator is the orientation on free markets and the catchwords of personal responsibility and individual liberty. Several of the organized institutes precede the founding of the network (1992), which, since the beginning of the last decennium, is represented in each federal state. A report on its immediate predecessor, the Madison Group, documents that it was "aunched by the American Legislative Exchange Council (ALEC) and housed in the Chicago-based Heartland Institute.”[1] <references>
